| Yup, any of the regional Elite Four Trainers; regional League Champions not included. The exception is Lance, the best Elite Trainer to me! Aside from being the dragon master other than Drake of Hoenn, he is also one of the Pokémon G-Men, as evident in his appearance at the Lake of Rage in the series! We all know that Pokémon GSC series was set three years after RBY, with only Bruno remaining, and Koga being promoted to the elite ranks, alongside Will and Karen. In this case, Koga will not be included, but will be regarded as a Gym Leader. |
